Several district names come straight from the Rockstar site. Others are read from trailer signage, and a few appear only in leaked material.

Leaked material divides Leonida into counties as well as regions. The naming follows real Florida counties closely enough that the mapping is obvious. Rockstar has never mentioned counties, so this whole section is leak-derived and could be wrong or outdated.

Gloriana is the neighbouring state, the game version of Georgia. It shows up on licence plates and in dialogue but appears nowhere on any version of the map, and no footage has shown a border crossing. The closest precedent in the series is North Yankton in GTA 5, which existed as a small mission-only area rather than as part of the open world. Treat any claim that Gloriana is explorable as unconfirmed.
No interior list, no road network, no mission locations and no collectibles. None of that has been shown, and any site presenting it before launch is filling in blanks. The map will grow considerably once the game ships and people can walk the world themselves.
Yes, and it is the main city. Rockstar confirmed a modern-day Vice City inside the fictional state of Leonida, the first return to the city since the 2002 game.
Rockstar names six: Vice City, Leonida Keys, Grassrivers, Port Gellhorn, Ambrosia and Mount Kalaga National Park. Leaked material adds six counties on top of those, which Rockstar has not confirmed.
A compact Florida, wider and shorter than the real state. Vice City sits on the south-east coast, split by a bay with a barrier island on the ocean side, and wetlands fill the southern interior. The Leonida Keys trail off the bottom, the panhandle runs west along the top toward Port Gellhorn, and Mount Kalaga National Park sits on the northern border. Nobody outside Rockstar has seen the finished map, so this is the layout that the leaked material and the trailers together describe rather than a confirmed picture.
There is no evidence that you can. Gloriana, the neighbouring state, shows up on licence plates but does not appear on any version of the map. The closest precedent is North Yankton in GTA 5, which was reachable only during specific missions.
